Realize what can happen to a resume and cover letter saying “To whom it may concern”? 

To Human Resources personnel, this means that you didn’t take the time to find the name of the resume recipient. Of course, your resume may make it through the maze anyway, and someone may even read it.  

However, to elevate the chances of having your resume and cover letter read, find out the name of the person responsible for that particular hire. Take the initiative. What does that tell a future employer?
